Transcript Reimbursement Fund Pro Per Pilot Project
The Legislature has enacted SB1181, a 24-month pilot project that provides low-income pro per litigants with limited access to the Transcript Reimbursement Fund (TRF). Beginning in January 2011, pro per applicants in qualifying civil cases can apply to have their court or deposition transcripts paid for through the TRF. The amount for each case is limited to $1,500. Pro per applicants must obtain a fee waiver from the court and must request an estimate for the cost of transcript(s) from the court reporter(s). A pro per TRF application must be completed and a copy of the fee waiver must be included in the application package. The application form and additional instructions are included here and can also be found on the “Transcript Reimbursement Fund” link under “Quick Hits.”
As per B&P Code 8030.5(b), funds for the Pro Per Pilot Project are limited to $30,000 annually. At this time, funds for the current calendar year have been fully allocated. We are awaiting information from the Legislature as to whether or not the TRF Pro Per fund will be continued after the close of the two-year pilot project on January 1, 2013.
