Criterion Referenced Passpoint Setting

The California Code of Regulations, Title 16, Division 24, Article 3, Section 2420 outlines the board regulation that requires "... the written examinations to be determined by the Angoff criterion-referenced method. Such passing scores may vary moderately with changes in test composition." The attached pdf file explains this process in more detail.

The Joint Legislative Sunset Review Committee (JLSRC) has also identified testing as a critical function of the board and to strengthen those areas through applied testing standards. By conducting criterion referenced passpoint setting workshops, the board fully complies with its regulatory direction and is on track with the JLSRC recommendations.
